He probably does understand the concept of presidents being chosen by an electorate, but only in the case of someone truly corrupt and subservient to Moscow, like Yanukovych, who for example, decides in the last second not to sign the European Union–Ukraine Association Agreement, instead choosing to integrate with the Eurasian Economic Union instead (which combined, is maybe 20% of the total size of the European Union economically speaking).
Anyone else in charge of Ukraine or any other country in "his backyard" must obviously be appointed by the West. There is no way that the Ukrainian population could possibly democratically vote someone like Zelensky in, when they could have someone like Yanukovych in charge instead.
